This takes effect from the 2012/13 season. Any lower league club with a youth development scheme will be affected, depending on how much they can afford to spend on developing their home-grown talent, and thus which category they will apply for under the new scheme. On the face of it, the advantages of the scheme are with the Premier League clubs who will be able to sign up local youngsters with minimal compensation for the lower-league club.
