The only ray of light must be Pete Master's quote that ""In the agreement, there are a number of conditions that they need to fulfil and are obliged to fulfil."
Perhaps this specifically refers to a guarantee of a completed stadium before Plainmoor is sold.

I assume because their away end accommodates a few thousand, there's no problem in getting tickets on the day?... but you never know
